    While this GPS device did not deter this particular s*x offender (likely because he was being monitored in ND and living in FL, not sure how this is even allowable), multiple studies show the recidivism rate for s*x offenders monitored in GPS tracking devices is 4 times lower. It does act as a deterrent in this population. Florida State University has studied this at length and published the most recent research.
