So the answer is tax the poor people from coming to the island and off the island. That is what it is, a tax. More exclusionary activity from the people with all the money.
Why not leave it like it is and let nature take it's course. It's a resort island, there is always going to be a lot of traffic and parking issues. When it gets really bad people won't come as much and you will get the traffic reduction you want..
With this plan the island will be hiring a whole new paid workforce, with benefits of course, to police the parking areas, ticket the miscreants, and tow scofflaws. That, will be great for the local businesses, angry customers, parking validations, and less business. The police will have enough to do without becoming Meter Maids.
Ol' Carmel really ought to re-think this. It's just creating more costs, problems, and infrastructure. Maybe the housing amendments should have been adopted, addressing EXACTLY these issues??????????????????
