    As a mother of a toddler, I can attest: they can very quickly get away from you if you're not watching them every single second. This toddler could have easily gotten away from his/her guardian. These railings shouldn't be that wide in the first place, clearly this building is not up to code. Personally, I take this as a warning to be on the lookout for railings that are not up to date.

    As a mother of a toddler, I can attest: if you are not watching them every single second, they can very quickly get away and run. These railings are obviously not up to standard building code. It doesn't matter who was there (the toddler could have easily gotten away from his/her guardian) - those railings shouldn't be that wide.
