NORTH PORT, Fla. - There has been a dramatic development in the case of two North Port Police Department officers under investigation for sexual assault.

Two North Port Police officers are charged with Sexual Battery and kidnapping. One of those officers is in custody of the Sarasota County Sheriff's Office, but before authorities could arrest the other officer, he shot and killed himself.

The charges stem from an investigation that began on March 2nd, after events happening at a party being held by a female victim.

According to a report by the Sarasota County Sheriff's Office, which was conducting the investigation, off-duty officer Melanie Turner was attending the party and invited on-duty officer Ricky Urbina, who was unknown by the victim, to the party.  Witnesses say that Urbina handcuffed the victim and he and Turner took her into a bedroom and locked the door.  That's when reports say the officers allegedly performed forced sex acts on the victim.

Following the incident, the victim notified a friend of what just happened.  The friend notified another off-duty officer at the party, that officer notified another off-duty officer present, who notified a supervisor.

Thursday, detectives reached a point of probable cause to arrest the officers.

Officer Turner was arrested and taken into custody without incident.

Officer Urbina asked detectives to meet him at a pre-arranged location. But en-route to that location, detectives got the call that there was a shooting at Urbina's home.

Officer Turner's first appearance in court is Friday at the Sarasota County Jail.

North Port Police have taken over the investigation into Urbina's death.

    I’m a former Police Officer and have over 28 year’s Investigative experience. I have a BS MS MPA International Affairs and have also held the title CFE Certified Fraud Examiner.

    This is a sick and disgusting act that should have never happened. I submit for your consideration the following question. What kind of people are law enforcement agencies hiring these days? Better yet what kind of training are recruits receiving? More and more we read and hear in the news of some atrocity committed by a Police Officer, I.E the cannibal Cop of NYC. How and why are people like this being hired? Think about it!

    Until the day taxpayers get feed up with having their pocket books hit with having to pay punitive and compensatory damages for civil rights violations. Which are the results of hiring people unsuitable to hold the position of Police Officer there will continue to be problems? It’s unfortunate that this incident manifested itself in a kidnapping and sexual assault. Acts such as these hurt the representation of all good Officers. There is no excuse for such action, there no excuse for letting people with sociopathic and psychopathic tendencies being hired as a Policeman. The question I have is why were these two Officers even hired to begin with?

    To the people of your state if you would get as fired up about hiring qualified and worthy candidate as well as training, as you do about Obama care then maybe you’ll be better off. When you get tired of paying through the nose, for punitive and compensatory damages then maybe you'll start demanding more from those responsible for hiring and training of Officers.

    I’d like to conclude and leave you with the following thoughts. Isn’t the use of excessive force in the arrest of a female the same mentality of a rapist? Use of force to compel compliance? Second, I ask that you encourage and demand your State Legislature, Counties Commissions; all the hiring authorizes to start using Psychological testing for sociopathic and psychopathic tendencies of current Officers and recruits.

    NPPD is the most corrupt department you will find. They broke down my door and destroyed my house on incorrect intel from Dect. Voight. I called the chief of police multiple times, never got a response of course. I'm not surprised at all that their deputies are raping innocent girls. That's the MO of North Port Police Department. They think they can get away with anything. It's time to get rid of the chief!
