SARASOTA, Fla. -- Suncoast Congressman Vern Buchanan is drafting legislation that would prevent the federal government from taking away tax refunds from Americans whose parents may have received overpayments years before, sometimes even decades.

The "Stop Punishing Innocent Taxpayers Act" would put in place a 10-year statute of limitations on old debts.

Earlier this month, a report by The Washington Post revealed that some Americans were having their income tax refunds seized by the government to satisfy old debts from overpayments of Social Security benefits to family members – some of which happened decades ago.

Buchanan says government officials have promised to stop confiscating refunds based on these debts, but he feels legislation is needed to guarantee it never happens again.

He plans to introduce his legislation when congress reconvenes next week.
