WASHINGTON (AP) — The Obama administration says outages this week affecting its balky health insurance website slowed much needed fixes.

But President Barack Obama's chief troubleshooter said Friday he still expects to have HealthCare.gov working smoothly by Nov. 30, as promised.

Management expert Jeff Zients said despite interruptions, the team making crash repairs still managed to make progress. He said the troubled portal for the president's health insurance overhaul law is now working much faster.

Documents released Thursday by the House Oversight and Government Reform committee indicated only six people managed to enroll on Oct. 1, when the website went live. About 3 million people tried to access it.

The administration says those numbers are unofficial and an accurate count will be provided by mid-November.
