Confusion plaguing "Obamacare" still major hurdle

MIAMI (AP) — Technology glitches plaguing the federal government's health insurance website may be dominating headlines, but experts say the biggest hurdle facing the Affordable Care Act is getting people to understand it.

Technicians are working around the clock to fix the website and already have made improvements. But more than two weeks into the much-hyped program, many Floridians still have no idea what "Obamacare" really means and trained counselors are spending the bulk of their time educating people, not signing them up for insurance.

Harvard professor of health policy and political analysis Robert Blendon worries that many who may be eligible will be confused and think they can't afford it so they won't bother applying.

Federal health officials estimated 477,000 Floridians would gain coverage in the first year through the markets.
